HomelessNest UK is committed to safeguarding the wellbeing, dignity and rights of adults who may be at risk of abuse, neglect or exploitation. Many of the people we support experience homelessness, trauma, mental health challenges, disability, substance misuse, poverty or social isolation — all of which may increase vulnerability.
We recognise our legal and moral duty to prevent harm, promote welfare, and respond promptly and effectively to safeguarding concerns. Safeguarding is everyone’s responsibility.

Managing Allegations Against Staff, Volunteers or Trustees
HomelessNest UK takes all allegations against staff, volunteers or trustees extremely seriously. Any allegation or concern relating to inappropriate behaviour, abuse, boundary breaches or misconduct must be reported to the DSL immediately.
Immediate Actions:
The individual will be removed from duties pending initial assessment.
The DSL will conduct an immediate risk assessment to ensure safety.
For allegations involving a child or young person, the DSL will refer the matter to the Local Authority Designated Officer (LADO).
For allegations involving an adult at risk, the DSL will refer to the Adult Safeguarding Team.
The DSL will inform the Trustee Board Safeguarding Lead.
A Serious Incident Report will be submitted to the Charity Commission where required.
All actions will be recorded accurately and securely.
HomelessNest UK will not conduct any internal investigation until statutory agencies have completed their enquiries or have confirmed that the organisation may proceed.
Any individual subject to an allegation will be treated fairly and with respect, but the safety and welfare of children and adults at risk will always be the priority.

1. Purpose
This Code of Conduct sets out the standards of behaviour expected from everyone representing HomelessNest UK when working with children and young people. Its purpose is to ensure safe, respectful, and professional interactions that protect young people from harm and promote their wellbeing, dignity, and rights.
Core Principles
All representatives must:
Prioritise the safety and wellbeing of young people
Treat every young person with dignity, respect, and fairness
Create an inclusive, supportive, and non‑judgmental environment
Act as positive role models
Maintain clear professional boundaries at all times
Follow safeguarding procedures without exception
Expected Behaviour
Volunteers and staff must:
Use age‑appropriate, respectful, and inclusive language
Listen to young people and take their concerns seriously
Encourage participation and empower young people to make safe choices
Maintain appropriate physical distance unless necessary for safety
Ensure activities are safe, supervised, and risk‑assessed
Report any safeguarding concern immediately to the DSL
Respect confidentiality while understanding its limits
Be punctual, reliable, and prepared for sessions

Prohibited Behaviour
Representatives must never:
Engage in any form of abuse, exploitation, or discrimination
Use threatening, shaming, or demeaning language
Promise confidentiality in safeguarding situations
Give personal contact details or connect with young people on personal social media
Meet young people alone or outside approved activities
Transport young people in personal vehicles without prior authorisation
Give gifts, money, or favours to individual young people
Share personal problems or seek emotional support from young people
Photograph or record young people without explicit organisational consent
Initiate or encourage physical contact unless necessary for safety
Boundaries & Professional Conduct
Volunteers must:
Keep communication purposeful and related to the young person’s support
Avoid forming exclusive or dependent relationships
Maintain appropriate emotional boundaries
Avoid discussing personal life, political views, or sensitive topics unless relevant and appropriate
Ensure all online interactions follow HomelessNest’s digital safeguarding rules
Online & Digital Safety
Representatives must:
Use only HomelessNest‑approved platforms for communication
Never contact young people via personal accounts, numbers, or devices
Report online risks (bullying, exploitation, unsafe behaviour) immediately
Ensure digital sessions are supervised and follow safeguarding protocols
Managing Behaviour Safely
Volunteers must:
Use de‑escalation techniques and calm communication
Never use physical punishment, restraint (unless to prevent immediate harm), or intimidation
Encourage positive behaviour through respect and consistency
Seek support from the DSL if a young person’s behaviour raises safeguarding concerns
Reporting Concerns
Volunteers must report immediately if:
A young person discloses abuse
They witness concerning behaviour
They suspect exploitation, grooming, or unsafe situations
Another volunteer behaves inappropriately
A young person is at risk online or offline
Reports must be made to the DSL or Deputy DSL without delay.
Breaches of the Code
Breaches may result in:

1. Purpose
This procedure outlines the steps all volunteers and trustees must follow when reporting safeguarding concerns involving adults at risk. It ensures concerns are responded to promptly, consistently and in line with legal requirements.
2. Immediate Priorities
If someone is in immediate danger, call 999. If the risk is urgent but not life‑threatening, contact the Police (101) or the Local Authority Safeguarding Team.
3. When to Report a Concern
Report any concern, including:
Signs of abuse, neglect or exploitation
Disclosures made by an individual
Concerns about another volunteer, trustee or partner
Unsafe practice or boundary breaches
Worrying behaviour or environmental risks
Concerns must be reported even if:
You are unsure
The information is incomplete
The individual asks you not to tell anyone
4. How to Report a Concern
Ensure immediate safety of the individual.
Record the concern using the Safeguarding Concern Form (or write notes if the form is unavailable).
Report to the DSL immediately via phone or email.
If the DSL is unavailable, contact the Deputy DSL.
If neither is available and the risk is high, contact the Local Authority Safeguarding Team
Submit all written notes/forms to the DSL within 24 hours.
5. What the DSL Will Do
The DSL will:
Review the concern and assess risk
Decide whether to refer to statutory services
Record all actions taken
Inform trustees of serious incidents
Submit a Serious Incident Report to the Charity Commission if required
Provide feedback to the person who raised the concern
6. Confidentiality
Information is shared strictly on a need‑to‑know basis
Records are stored securely and separately from general files
Volunteers must not investigate concerns themselves
7. False or Malicious Reports
